KAISEI-operated rental car
KAISEI is the guest-facing operator of this rental-car service. The vehicle, driving eligibility, insurance, fees, vehicle delivery, payment and emergency procedures must be confirmed before handover.
Rental-car application
KAISEI offers an in-house rental-car service for guests staying at KAISEI properties. You may submit a request to pick up or return a vehicle at a Tokyo airport, major station, Tokyo hotel, or KAISEI property. A rental is not confirmed until your stay is verified through a booking platform or in writing by KAISEI, and KAISEI has confirmed in writing your driving eligibility, insurance, vehicle availability, pickup and return locations, fees, deposit, and payment terms.
Important: submitting the website form is an application and does not mean that a vehicle has been confirmed. Do not treat the vehicle arrangement as part of a confirmed itinerary until written confirmation has been received from KAISEI.
Online application
This form creates a structured message that can be sent to KAISEI by WhatsApp or email. It is an application, not an instant confirmation. KAISEI will reply with vehicle availability, the final price, insurance, deposit, driver-document verification and payment instructions.
When your rental is confirmed
Accommodation booking and rental-car arrangements are separate services. A room inquiry, hotel booking, booking-platform confirmation or website form submission does not automatically reserve a vehicle. KAISEI will confirm the rental car separately through LINE, WhatsApp, email or a formal confirmation document.
KAISEI is the guest-facing operator of this rental-car service. The vehicle, driving eligibility, insurance, fees, vehicle delivery, payment and emergency procedures must be confirmed before handover.
This service is primarily for guests staying at KAISEI properties who need vehicle pick-up and return arrangements at an airport, station, Tokyo hotel or KAISEI property.
KAISEI does not confirm that a guest is legally permitted to drive in Japan until the required documents have been verified. Driving eligibility is reviewed under Japanese law, the applicable insurance conditions and KAISEI's rental-car rules.
Driving eligibility
KAISEI operating rule: all driver documents must be checked before confirmation, and the originals must be checked again when the vehicle is handed over. A photo check is only a preliminary review and does not replace inspection of the original documents.
In general, drivers must hold a valid Japanese driver's license, an International Driving Permit in the 1949 Geneva Convention format, or, where permitted by Japanese law, a foreign driver's license from an eligible country or region together with an accepted Japanese translation. According to 2026 information from Japan's National Police Agency, these foreign licenses mainly include those issued by Switzerland, Germany, France, Belgium, Monaco and Taiwan. The latest official Japanese rules always take precedence.
Guests should prepare their passport, original driver's license, valid International Driving Permit or accepted Japanese translation, proof of the date of entry into Japan when required, booking name, telephone number and driver age details.
The permitted driving period and document validity depend on the issue date, date of entry into Japan, document expiry date, residence status and re-entry conditions. KAISEI cannot verify driving eligibility from photographs alone.
A Japanese translation is valid only for driver's licenses from countries or regions recognized under Japanese law, and it must be issued by an accepted body such as a consular authority, JAF or another organization recognized by the Japanese authorities. JAF does not translate International Driving Permits. Confirm translation times, fees, paper-document requirements, and eligibility before travel.
Based on operational risk, KAISEI may set requirements relating to age, driving experience, permitted vehicle class, deposit, credit card, language and supporting documents.
KAISEI may refuse to hand over a vehicle or may cancel the rental if documents are incomplete, expired, inconsistent, illegible or unacceptable to KAISEI, the insurer or under applicable law.
KAISEI service standard
The amounts below are typical reference ranges in the Japanese rental-car market. The final price will be shown clearly before payment and will be governed by KAISEI's written confirmation.
The standard application lead time is at least 48 hours. For airport delivery, night-time delivery, child seats, larger vehicles, peak periods or verification of a foreign driver's license, applying at least 72 hours in advance is recommended.
Potential service locations include Haneda Airport, Narita Airport, Tokyo Station, Shinagawa, Shinjuku, Ueno, Ikebukuro, Shibuya, major hotels in Tokyo and other Tokyo locations where service scheduling can be arranged.
Central Tokyo station or hotel: approximately JPY 3,300-8,800 each way; Haneda Airport: approximately JPY 6,600-12,000 each way; Narita Airport: approximately JPY 20,000-30,000 each way. Long-distance or special handovers require a separate quotation.
Delivery and collection fees are calculated separately. Returns in another city, in Ibaraki, at an airport, or changes to the return location at short notice all require a separate quotation.
A 15-minute free waiting period is recommended. After that, a waiting fee may apply or the handover may be moved to paid parking. Please notify KAISEI of flight or train delays as early as possible.
Recommended standard handover hours are 09:00-19:00 or 10:00-18:00. Early-morning, late-night and low-staffing periods are subject to quotation, and service may be declined.
Before handover, KAISEI recommends taking a credit-card preauthorization or a cash/card deposit to cover tolls, fuel, fines, damage, cleaning, late return, lost items or post-rental settlement.
Application and confirmation process
The guest provides the accommodation, dates, pick-up location, return location, number of passengers, amount of luggage, driver documents, preferred vehicle class, child-seat requirements and expected arrival time.
KAISEI first checks whether the documentation is complete, then confirms vehicle availability, legal requirements, insurance, fees and handover conditions.
KAISEI sends the vehicle class, rental period, pick-up and return details, insurance, deposit, cancellation rules, payment method and estimated total cost.
The guest confirms acceptance in writing, provides the required documents, accepts KAISEI's rental-car rules and completes the required payment or deposit process.
The rental becomes effective only when written confirmation has been received from KAISEI. Confirmation of an accommodation booking does not confirm a rental car.
At pick-up, the driver's identity, original documents, vehicle condition, fuel level, mileage, equipment, emergency contact details and return rules must be checked.
Vehicle pick-up and return
The exact meeting point, parking location, terminal, station exit, handover representative, contact number, waiting time and late-arrival rules must be confirmed before arrival.
One-way, different-location, airport, station, hotel or out-of-hours returns may incur additional charges and may not always be available.
If you are late, KAISEI may not be able to keep the delivery appointment open. Waiting, rescheduling, or cancellation charges may apply.
The exterior, interior, tires, windshield, fuel level, mileage, items supplied with the vehicle, child seats, ETC card and any pre-existing damage should be recorded.
Unless agreed otherwise in writing, full-tank return requirements, refuelling charges, mileage limits, long-distance use, tolls, parking fees and traffic fines are normally the guest's responsibility.
Before selecting a vehicle class, confirm the number of passengers, luggage size, child seats, winter equipment, elderly passengers and the dimensions of the property's parking space.
Fees and payment
Your written quote will itemize the basic rental fee, vehicle-delivery fee, optional equipment, insurance or waiver charges, deposit, cancellation charges, and any post-rental settlement items.
The vehicle class, rental period, season, weekend, public holiday, pick-up time and return time may all affect the basic price.
Delivery, collection, waiting, out-of-hours service, different-location return, parking, toll and coordination charges will be quoted separately where applicable.
Charges for child seats, ETC cards, navigation, winter equipment, additional drivers, insurance upgrades, deposits, cleaning, smoking damage, pet damage and lost keys will be confirmed item by item before handover.
The payment method, deposit preauthorization, refund timing, receipt name, currency, credit-card requirements and handling of failed payments must be confirmed before vehicle handover.
Guests may be charged for fuel, tolls, parking, traffic fines, towing, late return, excessive cleaning, lost items and losses not covered by insurance.
All prices shown before written confirmation are estimates. The final charges are subject to KAISEI's confirmation and the guest's acceptance.
Insurance and liability
KAISEI's written confirmation will identify the basic motor insurance included in the rental plan. Overseas guests are strongly encouraged to choose a Collision Damage Waiver (CDW) and, where available, an NOC waiver for loss-of-use charges.
Recommended reference cover: unlimited third-party bodily-injury liability, third-party property-damage cover with a deductible, vehicle-damage cover with a deductible appropriate to the vehicle value, and passenger injury protection. The specific terms must follow KAISEI's actual insurance policy documents.
Common market reference: the third-party property-damage deductible is approximately JPY 50,000; the vehicle-damage deductible is approximately JPY 50,000 for a standard vehicle and may reach JPY 100,000 for a larger or special vehicle.
Reference fee: approximately JPY 1,100-2,200 per 24 hours. KAISEI strongly recommends CDW for overseas guests. Availability depends on the actual insurance plan.
Common market reference: where the vehicle can be driven back, the NOC is usually approximately JPY 20,000-30,000. Where it cannot be driven back, the NOC is approximately JPY 50,000-70,000 or more, depending on the vehicle class.
Reference fee: approximately JPY 550-1,100 per 24 hours when sold separately, or approximately JPY 1,650-3,300 per 24 hours when packaged with CDW and more comprehensive support. This is KAISEI's recommended protection option where available.
Driving under the influence of alcohol or drugs, an unauthorized driver, an invalid license, dangerous driving, traffic violations, off-road use, failure to report an accident, using the wrong fuel, lost keys, interior damage, and tyre or wheel damage may be excluded from insurance cover.
Every driver must be registered and approved in writing by KAISEI before driving. Allowing an unregistered person to drive may invalidate the insurance and create liability for the guest.
The guest may be charged for vehicle damage, third-party damage, theft, loss, loss of use, towing, cleaning, smoking damage, pet damage and traffic fines under KAISEI's rental-car rules and the applicable insurance conditions.
KAISEI is responsible for reservations, vehicle handover, guest communication and operational support. Insurance coverage decisions, exclusions and claim amounts are governed by the actual insurance contract and the required accident procedures.
Keep the rental agreement, insurance summary, emergency contacts, payment receipts, pickup and return photographs, and any accident documentation.
Accidents, breakdowns and violations
Contact emergency services first when required, then contact KAISEI for translation and coordination support. Police, medical services, insurers, and legal procedures take priority.
Where conditions allow, move to a safe location to prevent a secondary accident, call emergency medical services when necessary, and follow Japanese law and police instructions.
A police report is essential for the accident record and insurance process. Do not reach a private settlement without completing the required procedures.
After completing the emergency and police-reporting steps, follow KAISEI's instructions for the accident, breakdown, towing, replacement vehicle, insurance claim and vehicle-return process. KAISEI emergency contact in Japan:070-2298-9860.
Where it is safe and lawful to do so, take photographs and collect the other party's details, vehicle details, insurance details, accident location, witness information and dashcam or other driving records.
Parking violations, speeding, toll-road violations and other penalties must be handled by the driver in accordance with Japanese law and KAISEI's rental-car rules.
KAISEI can assist with translation, contacting the insurer, coordinating towing, arranging vehicle return and supporting guest communication. KAISEI cannot replace police reporting, medical care, an insurance investigation or the driver's legal responsibility.
Use restrictions
Do not drive without providing accepted license documents, allow an unregistered driver to drive, lend the vehicle to another person, or drive after the license has expired.
Driving under the influence of alcohol or drugs, dangerous driving, racing, overloading, unlawful mobile-phone use while driving, driving while fatigued and breaching Japanese traffic rules are prohibited.
Without prior approval, the vehicle must not be used off-road, driven onto a beach or racetrack, used for commercial delivery or ride-hailing, used for towing, slept in at an unauthorized location, taken across a national border, or carried on a ferry.
Smoking, pets, strong food odors, stains, wet equipment, sand and heavy cleaning may be restricted or charged for under KAISEI's rental-car rules.
Snow, typhoons, heavy rain, road closures, mountain roads, winter tires and snow-chain requirements will be checked in advance against the planned route and season.
The child-seat type, quantity, age range, height range, installation method and availability must be requested in advance and confirmed before pick-up.
Additional options and guest rules
Infant seats, child seats and booster seats are available by advance reservation only. Provide each child's age, height, and weight, along with the number of seats required. The driver remains responsible for the final installation check.
An ETC card may be provided when available. Expressway tolls will be settled from the deposit or final payment. A lost ETC card, unpaid tolls or improper use may result in additional charges.
Every additional driver must submit the required documents and be approved before driving. Unregistered drivers are prohibited and may invalidate the insurance.
If KAISEI approves a pet in writing, the pet type, size, carrier requirements, cleaning fee, odour or damage charges and allergy-risk notice must be confirmed in advance. Pets may not travel in the vehicle without written approval.
Smoking, heated-tobacco use, strong odors, burn marks, ash and interior contamination may result in cleaning, deodorizing, repair, loss-of-use or NOC-related charges.
KAISEI can provide route suggestions, but the driver remains responsible for safe driving, traffic rules, reading road signs, parking, tolls, weather, road closures and route decisions.
Cancellation and no-show
The vehicle, fees, pick-up location and delivery time are not guaranteed until KAISEI has confirmed them in writing.
Cancellation fees, refund timing, rescheduling, vehicle-class changes, no-shows, late arrival and failed document verification are handled according to KAISEI's written confirmation.
Recommended reference: free until 7 days before pick-up; 20% from 6 to 3 days before; 30% from 2 to 1 day before; and 50% on the pick-up date. For an ordinary rental, a reference cap of JPY 6,000 may be used unless special delivery costs have already been incurred.
If KAISEI has incurred team travel, parking, toll, fuel, airport-handling or special vehicle-preparation costs, and these were disclosed before confirmation, the actual costs may be charged separately.
Typhoons, snow, disasters, flight delays, train disruption, road closures, operational staffing constraints or vehicle breakdowns may require rescheduling, a replacement vehicle or cancellation.
Cancelling the accommodation does not necessarily cancel the vehicle automatically, and cancelling the vehicle does not necessarily cancel the accommodation automatically. Please confirm each service separately.
