Core Principle

Website submission starts the order process, but does not guarantee the car.

The hotel stay and rental-car arrangement are separate services. A room inquiry, room reservation, OTA booking, or website form submission does not automatically reserve a vehicle. KAISEI confirms the car separately by LINE, WhatsApp, email, or a formal confirmation document.

KAISEI does not certify that a guest can legally drive until documents are checked. Driver eligibility must be reviewed against Japanese law, insurance conditions, and KAISEI rental rules.

Driver Eligibility

Guests must prove they are legally allowed to drive in Japan.

KAISEI recommended operating rule: all driver documents must be checked before confirmation, and original documents must be checked again at vehicle handover. Photo checks are only preliminary.

In general, drivers need a valid Japanese driver license, a valid International Driving Permit under the 1949 Geneva Convention, or an eligible foreign license with an approved Japanese translation where Japanese law allows it.

Guests should prepare passport, original driving license, valid IDP or approved translation, arrival date evidence if requested, reservation name, contact phone, and driver age information.

Some foreign licenses require an official Japanese translation from accepted organizations. Translation lead time, fee, paper form, and eligibility must be checked before travel.

Use these operating standards unless management approves different terms.

The figures below are reference operating standards based on common Japanese rental-car market practice. Final public pricing should be approved by management and shown before guest payment.

Advance bookingMinimum 48 hours before pickup

Recommended rule: request at least 48 hours in advance. For airport delivery, late-night delivery, child seat, large vehicle, peak season, or foreign-license document check, recommend 72 hours or more.

Tokyo deliveryTokyo airports, major stations, and hotels by quotation

Supported scope: Haneda Airport, Narita Airport, Tokyo Station, Shinagawa, Shinjuku, Ueno, Ikebukuro, Shibuya, major Tokyo-area hotels, and other Tokyo-area points if staff capacity allows.

Delivery feeReference one-way fee: JPY 3,300-30,000

Tokyo central station or hotel: about JPY 3,300-8,800 one way. Haneda: about JPY 6,600-12,000 one way. Narita: about JPY 20,000-30,000 one way. Long distance or special handling requires quotation.

Recommended rule: charge delivery/collection fee separately for pickup and return. Cross-city return, Ibaraki return, airport return, or unscheduled return should be quoted individually.

Waiting feeReference waiting fee: JPY 500-1,500 per 10-15 minutes

Recommended grace period: 15 minutes. After that, charge waiting fee or move handover to a paid parking location. Flight or train delays must be reported as early as possible.

Early/late hoursReference surcharge: JPY 2,200-5,500 per pickup or return

Recommended normal handover time: 09:00-19:00 or 10:00-18:00. Early morning, night, and staff-shortage periods are by quotation and may be refused.

DepositDeposit or card hold should be required

Recommended rule: require credit card authorization or cash/card deposit before handover to cover tolls, fuel, fines, damage, cleaning, late return, missing items, or post-rental settlement.

KAISEI sends vehicle class, rental dates, pickup/return details, insurance, deposit, cancellation rule, payment method, and total estimated fee.

The guest confirms in writing, provides required information, accepts KAISEI rental rules, and completes any required payment or deposit process.

Final confirmation

The rental is valid only after written confirmation from KAISEI. A hotel booking confirmation alone is not a car-rental confirmation.

Any price shown before written confirmation is an estimate. Final fee depends on KAISEI confirmation and guest acceptance.

Insurance & Responsibility

Insurance must be explained clearly before the guest drives.

KAISEI recommended standard: include basic automobile insurance, require or strongly recommend Collision Damage Waiver, and offer NOC waiver as the default safety package for overseas guests.

Basic coverageBasic automobile insurance should be included

Recommended benchmark: bodily injury unlimited, property damage covered with deductible, vehicle damage covered up to vehicle value with deductible, and passenger injury coverage. Exact policy wording must match KAISEI insurance documents.

DeductibleReference deductible: JPY 50,000-100,000 per accident category

Common market reference: property damage deductible around JPY 50,000; vehicle damage deductible around JPY 50,000 for ordinary cars and up to JPY 100,000 for larger or special vehicles.

CDWCollision Damage Waiver is recommended as standard

Reference fee: about JPY 1,100-2,200 per 24 hours. Recommended KAISEI rule: overseas guests should select CDW unless management approves a different risk policy.

NOCNon-Operation Charge should be explained separately

Common market reference: if the car can be driven back, NOC is often about JPY 20,000-30,000; if it cannot be driven back, about JPY 50,000-70,000 or more depending on vehicle class.

NOC waiverOffer a safety package for NOC waiver

Reference fee: about JPY 550-1,100 per 24 hours when sold separately, or JPY 1,650-3,300 per 24 hours when bundled with CDW and wider support. KAISEI should make this the default recommended option.

ExclusionsInsurance may not cover every situation

Drunk driving, drug use, unauthorized driver, license invalidity, reckless driving, traffic violation, off-road use, unreported accident, wrong fuel, lost key, interior damage, and tire or wheel damage may be excluded.

Authorized driverOnly approved drivers may drive

All drivers must be registered and accepted before driving. Letting an unregistered person drive may void insurance and create guest liability.

DamageGuest may be responsible for deductible or uncovered loss

Vehicle damage, third-party damage, theft, loss, downtime, towing, cleaning, smoking damage, pet damage, and traffic penalties may create guest charges depending on KAISEI rental rules and insurance conditions.

KAISEI roleKAISEI operates the rental but does not replace the insurer

KAISEI handles reservation, handover, guest communication, and operating support. Insurance coverage, exclusions, and claim payment depend on the actual insurance policy and required accident procedures.

In an accident, safety and official reporting come first.

KAISEI recommended operating role: act as the guest's first rental contact and provide translation or communication assistance, while police, emergency services, insurer, and legal procedures remain controlling.

Move to a safe place if possible, prevent secondary accidents, call emergency services when needed, and follow Japanese law and police instructions.

Report the accident to police

Police reporting is important for official accident records and insurance procedures. Do not settle privately without following required procedures.

Violation

Traffic fines and violations are guest responsibility

Parking tickets, speed violations, toll violations, and other penalties must be handled by the driver under Japanese law and KAISEI rental rules.

KAISEI can help translate, contact the insurer, coordinate towing, arrange vehicle return, and support guest communication. KAISEI cannot replace police reporting, medical care, insurance investigation, or the driver's legal responsibility.

Privacy & Documents

Driver documents should be handled with minimum necessary data.

KAISEI recommended standard: driver documents should be viewed and stored only when necessary for eligibility, rental, insurance, payment, accident, or legal record purposes.

Minimum information

Collect only what is necessary: name, contact, reservation, passport or identity check, driver license, IDP or translation, approved driver list, payment/deposit status, and handover records.

Access

Limited internal access

Access should be limited to authorized KAISEI operations managers, rental-car responsible staff, accounting where payment is involved, and management when incident review is required.

Sharing

Insurance or legal transfer only when needed

Driver information may be shared with insurer, roadside support, legal advisor, police, payment provider, or other required parties only when needed for rental, accident, claim, payment, or legal procedures.

Retention

Recommended retention period

Normal rental records: keep for 3 years after return. Accident, damage, unpaid fee, dispute, insurance claim, or legal matter: keep up to 7 years or until the matter is fully closed, whichever is later.

Deletion

Delete unnecessary copies

Delete extra photos or duplicate document copies when no longer needed. Do not keep driver documents in personal phones, unmanaged chat folders, or unrestricted shared folders.
